广州市水利局局长刘伟全说，广州市的防汛工作还存在四个挑战：一是防灾减灾工程体系还不完善；二是城市排涝能力需要进一步增强；三是江河缺少控制性工程，堤防的防洪能力偏低；四是防洪工程措施不完善或执行不力。
会议邀请了英国皇家科学院院士、国际著名城市洪水管理专家克拉克教授，中国国家水文局副总工程师辛立勤等参加，专家将为东莞的城市内涝监测预警系统建设提供技术支持，并为东莞治理内涝提出建议。
