为进一步拓宽选人用人渠道,确保我校2014年招聘工作顺利进行,依据《事业单位公开招聘工作人员暂行规定》(原人事部令第6号)、《关于进一步做好事业单位公开招聘工作的通知》(津人社办发〔2010〕74号)、《关于印发<天津市事业单位公开招聘人员实施办法(试行)>的通知》(津人社局发〔2010〕10号)文件精神,制定以下招聘工作实施方案。
一、学校概况
天津外国语大学附属外国语学校(天津外国语学校),被社会上亲切地称为“小外”,是1964在周恩来总理的亲自关怀批示下创建的全国首批七所外国语学校之一,郭沫若题写校名,是教育部多次下发文件要求重点办好的外语特色完中校。学校占地面积近百亩,建筑面积5万平米。现为天津市直属重点中学,首批示范校,全国外国语学校副理事长校。原毛泽东主席、周恩来总理的翻译、联合国副秘书长冀朝铸任名誉校长。天津市委市政府等各级领导关心和支持“小外”的办学,多次到校视察、慰问,对学校取得的教育教学成绩给予高度评价。
“小外”突出外语特色,开设英、日、德、法、西五个语种为第一外语,使用国外原版教材,采用小班教学,从初一至高三均有外籍教师授课,并开设英、日、德、法、西等第二外语。
“小外”现有在校生2400人,52个教学班。教职员工244人。
二、招聘原则

三、招聘计划岗位名称

四、招聘范围与对象

五、报考条件
(一)基本条件
1.具有中华人民共和国国籍;

3.热爱教育事业,热爱教师职业;
4.具有正常履行职责的身体条件;
5.具有符合岗位要求的专业技能和工作能力;
6.具有相对应学科的高级中学教师资格证(应聘时正在备考者,可先参加招聘,如未能如期取证,将不被录用。);
7.具有岗位要求的其他条件。
(二)下列人员不得报考
1.在以往公开招聘考试中,被认定为有考试作弊行为的人员;
2.曾因犯罪受过刑事处罚的人员;

4.法律法规规定其他不宜录用的人员。

七、招聘办法
本次招聘面向社会实行公开招聘,具体程序如下:
(一)制定和上报招聘方案 (2013年12月)
我校在经过核准备案的岗位结构比例范围内,根据岗位空缺情况,制定招聘方案,报上级主管部门审核、批准。
(二)发布招聘公告 (2014年1月)
待招聘方案批复后,根据上级主管部门的统一安排,在天津市人力资源和社会保障局网站()和天津外国语大学附属外国语学校网站()发布招聘公告,发布时间不少于7个工作日。
(三)报名与资格初审
1.报名
本次招聘采取网上报名的方式进行,报名时间为2014年2月8日---2014年2月14日。应聘人员登录天津市人才服务中心网上报名系统进行报名(http:// ),其中教育经历由初中开始填写。
2.资格初审
学校对报名人员进行资格初审,并在网上确认审核通过人员,通过资格初审的应聘人员在网上缴费后下载打印《笔试准考证》。招聘岗位与实际报名人数之比不低于1:5。达不到这一比例的,将减少该岗位的招聘人数或取消该岗位的招聘。
(四)考核(2014年2月)
1.笔试
应聘人员持身份证及下载打印的《笔试准考证》按规定时间到我校进行笔试。笔试内容不指定参考用书,为教育教学专业水平测试。根据笔试成绩由高到低按招聘人数1:5的比例确定面试人员。
2.面试
(1)审核:进入面试的考生,按照规定的时间携带以下材料到我校进行资格原件审核:学生证、身份证、教师资格证、毕业生就业推荐表、在校期间获得的奖学金证书、英语、计算机等级证书等相关证件原件和复印件及近期免冠彩色照片1张。未通过资格原件审核的,将取消聘用资格,学校可根据具体情况顺位递补。
(2)综合问答:考生回答综合素质考察组的考官提出的问题,考官根据回答问题的情况给出分数,作为面试成绩。
面试结束后,按照笔试、面试成绩5:5的比例进行加权计算总成绩。总成绩60分为及格线,通过及格线的考生按总成绩由高到低排序,按1:3确定参加复试人员。
3.复试
考生将我校提前通知并事先准备的授课内容进行现场讲授,由考官根据实际讲授情况给出分数,作为复试成绩。
复试结束后,按照笔试、面试、复试成绩2:4:4的比例进行加权计算总成绩。总成绩60分为及格线,通过及格线的考生按总成绩由高到低排序,按1:1确定参加体检人员。参加体检人员名单将在天津外国语大学附属外国语学校网站公布。
(五)体检 (2014年3月)
被我校确定参加体检的人员参加我校指定医院的体检,未按规定时间参加体检或体检不符合要求,将取消聘用资格,学校可根据具体情况顺位递补。
(六)考察 (2013年3月)
对体检合格人员按有关规定组织考察,考察结束后,将考核结果形成书面材料。考察不合格者,将取消聘用资格,学校可根据具体情况顺位递补。
(七)公示 (2013年4月)
我校根据考核情况确定最终拟录用人员名单,并在天津市人力资源和社会保障局网站()公示,公示期为7个工作日。公示期间接受社会监督。公示期满,对没有异议或者反映的问题不影响聘用的,按照规定程序办理聘用手续;对有严重问题并查有实据的,不予聘用;对反映有严重问题,但一时难以查实的,暂缓聘用,待查实并作出结论后再决定是否聘用。
(八)报批与备案 (2013年4月)
按照干部人事管理权限在公示期一周内将《事业单位公开招聘工作人员备案表》报主管部门审核、备案。
(九)签订协议(2013年5月)
学校与拟录用人员签订用人协议,按相关规定办理入职手续。
八、纪律与监督
我校公开招聘工作主动接受社会和上级监督,保证招聘工作的公开、公平、公正,坚决制止违反公开招聘纪律的行为,对有弄虚作假行为的应聘人员,一律取消聘用资格。
